It is strictly directed that no child shall, under any circumstances, be allowed to sit or study in any dangerous, dilapidated or structurally unsafe building, classroom or portion of school premises in any Government, Private or Outsourced School across Punjab.
1. Immediate Vacation of Unsafe Buildings
All Heads of Institutions shall immediately vacate and cordon off such structures and shift students to safe classrooms or nearby schools, wherever necessary. No such building or classroom shall be reused without clearance from the competent technical authority.
2. Responsibility for Negligence
In the event of any mishap arising from non-compliance, responsibility for negligence shall be fixed upon the concerned Head of Institution and, in the case of a Private School, its owner/management, or in the case of an Outsourced School, its operator/management, as applicable.
Concerned supervisory officers shall also be liable for any established negligence. Action shall be taken under the applicable law.
3. Implementation and Monitoring
All CEOs (DEAs), DEOs, Deputy DEOs and Assistant Education Officers (AEOs) shall ensure immediate implementation and strict monitoring within their respective jurisdictions.
4. Mandatory Compliance
The safety of children is paramount. No violation of these instructions shall be tolerated.
