Government of Pakistan — Ministry of Finance has issued an Office Memorandum regarding the grant of M.Phil Allowance of Rs. 2,500/- per month to employees who acquire or possess an equivalent degree recognized by the Higher Education Commission (HEC). The notification is dated 14 September 2026 and is applicable with effect from 17 July 2026, subject to the prescribed conditions and provision of an HEC equivalence certificate.

M.Phil Allowance for MS & Equivalent Degrees

According to the Office Memorandum, the Finance Division has referred to its earlier O.M. No.F.3(6)Imp/2024 dated 24-11-2025 and clarified that the benefit of M.Phil Allowance available under Finance Division's O.M. No.F.3(6)Imp/2016-336 dated 01-07-2016 may also be extended to employees who acquire or possess an equivalent degree recognized by the Higher Education Commission (HEC).

The allowance is Rs. 2,500/- per month, and the extension to an equivalent degree is effective from 17-07-2026, subject to the prescribed conditions and submission/provision of an equivalence certificate.

Who Can Get This Allowance?

The notification covers employees who:

  • Acquire or possess an MS or other equivalent degree;
  • Have the degree recognized as equivalent by HEC;
  • Fulfill the prescribed conditions for M.Phil Allowance; and
  • Provide the required HEC equivalence certificate where applicable.

Important Point

This notification does not simply grant the allowance to every MS degree holder automatically. The equivalent degree must be recognized by HEC and the prescribed conditions must be fulfilled.

Previous Finance Division Reference

The notification refers to:

O.M. No.F.3(6)Imp/2016-336 dated 01-07-2016

under which M.Phil Allowance was admissible at 25% of the existing Ph.D. Allowance, stated in the notification as Rs. 2,500/- per month.

Effective Date

17 July 2026

Therefore, eligible employees covered by the notification may claim the benefit from 17-07-2026, subject to fulfillment of the prescribed requirements.
